 A new comprehensive evaluation of the CIVIS Blended Intensive Programmes (BIPs) for the 2024–2025 academic year reveals strong satisfaction levels, high educational value, and growing maturity across the alliance, while also highlighting key structural challenges that require coordinated improvement.

The [*CIVIS Blended Intensive Programmes 2024–2025: quality, impact, and strategic development* ](https://civis.eu/en/resources/civis-blended-intensive-programmes-2024-2025-january-2026)report assesses the performance of BIPs from both student and coordinator perspectives, focusing on academic quality, mobility arrangements, administrative processes, and institutional integration.

Based on data collected from 40% of the 1.534 students participating in CIVIS BIPs during 2024-2025 and 40 programme coordinators, the analysis offers the most detailed evidence to date of how the BIP model is unfolding within the CIVIS Alliance.

High satisfaction and strong educational value
----------------------------------------------

According to the findings, CIVIS BIPs continue to deliver **high-quality learning experiences**, widely praised for their interdisciplinary approach, international collaboration, and active-learning methods. Students expressed particularly high satisfaction with experiential formats such as workshops, fieldwork, laboratory sessions, and group projects.

Out of 611 respondents, 33.72% said they were rather satisfied, and 57.77% very satisfied with the BIP they followed, according to the report. Only 8.51% of respondents expressed any level of dissatisfaction, suggesting that teaching and learning quality is a strong aspect of the program overall.

A notable strength is the **alignment between programme design and delivery**, which the report says fosters trust, credibility, and a sense of academic coherence across institutions. UB’s PhD and Lecturer Mihaela Stîngu is very grateful to the students for their exceptionally high response rate, which made the analysis both meaningful and representative.

Nearly four out of five respondents indicated that the activity was either very similar to what had been announced (48.45%) or exactly as presented (31.91%).

Systemic challenges vs strong administrative support
----------------------------------------------------

Administrative procedures - such as application, validation, and organisational processes - were generally rated as accessible and well structured by both groups surveyed. Administrative teams are described as *“one of the strongest pillars”* of the current BIP ecosystem.

> This report highlights how CIVIS BIPs connect institutions, empower educators, and bring students into meaningful exchange. From a management perspective, the report also demonstrates that the substantial investments in structures and processes have proven worthwhile and will pay off in the long term

However, the report identifies several systemic challenges impacting efficiency and consistency, including:

- high documentation demands
- complex Learning Agreement procedures
- uneven ECTS recognition across the alliance

These issues, the report notes, are institution‑specific rather than programme‑specific.

As for the **physical mobility experiences** (accommodation, course venues, and accessibility), students rated it as very positive. But two challenges stand out:

- timing of financial support
- insufficient clarity on mobility funding conditions

Despite CIVIS’ efforts to promote **environmentally friendly mobility**, green travel uptake remains low for now. However, it’s not due to lack of motivation but because of higher costs, longer travel times, and limited feasibility for many geographical routes.

CIVIS values evident across programmes
--------------------------------------

The study finds clear evidence that BIPs strongly reflect CIVIS' core values, including:

- civic engagement
- challenge-based learning
- interdisciplinary collaboration
- cross-institutional community building

Students surveyed perceived a very strong alignment between the programme they attended and the CIVIS values of civic engagement, societal impact, and European citizenship. A total of 48.77% indicated the programme reflected them to a very great extent and a further 37.81% to a great extent.

Participants highlighted the strong international dimension and skills development opportunities as key added benefits.

Recommendations for future development
--------------------------------------

To strengthen the long‑term impact of BIPs, the report recommends:

1. greater harmonisation of administrative and recognition procedures;
2. clearer, earlier communication on mobility funding and green travel options;
3. improved usability of digital platforms - while institutional learning platforms (such as Moodle) are viewed as reliable, coordinators reported significant difficulties with the CIVIS mobility platform, describing it as time‑consuming and complex, especially during post‑mobility stages;
4. enhanced institutional support for pedagogical innovation;
5. stronger recognition of academic coordination work;
6. systematic sharing of best practices across universities.

Overall, the evaluation concludes that CIVIS BIPs are a high-quality and high-impact educational format, well aligned with the alliance’s European strategy. Addressing the remaining structural and operational barriers, the report argues, will further increase inclusiveness, participation, and long-term sustainability.
